We have QB Enterprise 7 which has the ODBC read driver included in the license.

Our QB data file is located on an SBS 2K3 server box running SQL Server and the QB Server manager as a service.  The Quickbooks program is NOT installed on this machine.

Can we extract QB data to our SQL  server on the SBS2K3 box or does this have to be done through a workstation logged into Quickbooks?

If so, can we also write data TO QB if we purchase and install the ODBC write driver?

You will need to install QuickBooks on the SBS 2003 server or use the QODBC Remote Connector. To use the QODBC Remote Connector, download the full version of QODBC and see: I do not want to install QuickBooks on every machine. How do I setup QODBC Remote? 

To use the QODBC DCOMs, with QuickBooks installed on the SBS 2003 server, you will need to purchase the QODBC Server Edition, see: Does QODBC work with MS SQL Server 2005 Linked Tables? for more.
