Is there anything out there that will allow a user to connect (Using local QB Enterprise)  to hosted server with quickbooks installed WITHOUT HAVING THE quickbooks open?

The QuickBooks remote access service gives you the ability to work with QuickBooks over the Internet from a remote computer.

With remote access, you don't have to take QuickBooks or your company file with you when you need to work away from your office. All you need is a computer with an Internet connection.

Signing up for remote access
1. Go to the File menu, choose Utilities, and then click Remote Access.
2. Follow the onscreen instructions.

Is there an application that can provide connectivity without having the quickbooks file open.

No, Intuit requires all IDN partners to develop products through their SDK which requires QuickBooks to be open either in the foreground or as a background task.

You should also have a look at QuickBooks Online.
